Information for referring agencies

Empanda operates three young person-specific supported housing projects across North Norfolk, offering accommodation and support to homeless 16 – 24 year olds. These are short-term accommodation based services funded proportionally by Supporting People and Rental Income.

The projects at Cromer and Stalham are currently staffed every day with staff sleeping over at night. Sheringham has staff present during core hours with additional input in response to circumstances, if required. Staff at the nearby Cromer project operate an on-call service to Sheringham residents in case of any night-time issues.

All projects have a multi-disciplinary team of support staff who carry out needs and risk assessments and facilitate support planning/key working sessions with residents. The support planning process encourages partnership working with other supporting agencies.

There are no blanket restrictions on referrals – subject to the eligibility criteria below, all referrals are assessed individually.

Eligibility Criteria:

  1. Aged 16 – 24.
  2. Homeless or vulnerably housed with a housing related support need.
  3. Able to engage with staff and work towards becoming more independent.
  4. Willing to commit to key working and support from staff and other supporting agencies as appropriate.
  5. No unmanageable risk posed to other residents, self, staff or visitors.

Referrals

Cromer, Sheringham and Stalham Projects will all accept direct referrals from other agencies and will accept the HAF form. Applicants may be placed on a waiting list and interviewed when a room is due to become vacant, with accommodation and support being offered based on the individual’s level of need/risk and the situation within the building at the time.
